Public Fused Chaos Index

This is a public-clean, offline-first release of the Fused Chaos Index (FCI) toolkit.

Design defaults: - Offline-first: no implicit network. - Public-safe: no heavyweight artifacts committed. - Reproducible runs: timestamped run dirs + JSON manifests + SHA256 provenance.
